The European Commission has appointed Pamela Brumter-Coret, a French national, as director for resources and communication in its directorate-general for internal market and services, where she has lately been heading the unit looking after business-to-consumer services.
Paul Dawson, currently head of regulatory affairs at RWE Supply and Trading, has been appointed chairman of the European Federation of Energy Traders in succession to Paul Van Son, of Desertec Industrial Initiative.

The European Payments Council, which co-ordinates payments issues for the European banking industry, has elected Javier Santamaria of Banco Santander as chairman of the European Payments Council and Günther Gall, of Raiffeissen Bank, as vice-chairman. They will serve two-year terms. Santamaria succeeds Gerard Hartsink and Gall succeeds Claude Brun.
Cardinal Reinhard Marx, the Roman Catholic archbishop of Munich and Freising, has been elected president of the Commission of Bishops’ Conferences of the European Community, for a three-year term. Marx replaces Bishop Adrianus van Luyn.
Jacqueline Mills has been appointed director of asset finance and research at the European Federation of Leasing Company Associations, Leaseurope, where she has been senior adviser in financial and economic affairs.
