JOLIET — He is not on pace to shatter the Joliet Police Department record for being the most arrested person this decade, but 30-year-old Charlie Eckard continues to keep the Joliet police busy with his ongoing criminal behavior, Eckard’s latest arrest report shows.
On September 3, Joliet Patch recognized Eckard as he was being questioned and ultimately arrested in one of the downtown Joliet parking lots. That particular incident resulted in a Joliet Patch story headlined, “Joliet Police Arrest Man Twice In As Many Days, This Time Downtown.”
This week, Joliet police picked up Eckard yet again, but this time, Eckard was not turned loose under the SAFE-T-Act. Nope. This time, Joliet police booked Eckard into the Will County Jail on charges of theft, criminal trespass and violation of bail/bond.
According to Joliet police spokesman Tizoc Landeros, the following events led to Eckard’s latest arrest by his agency this week:
On Wednesday, about 2 p.m., an officer responded to the 100 block of South Eastern Avenue for suspicious person. The officer met with the victim who advised she saw a man in her enclosed backyard throwing objects over the fence.

When the victim confronted the person, she saw that he was holding an axe. The victim quickly retreated back into her house.
The officer located the suspicious person riding a bicycle matching the description a few blocks away. This person was identified Eckard. The victim identified Eckard as the person in her enclosed backyard. The victim also advised the officers that the bicycle Eckard was riding belonged to her brother. The bicycle was taken from the victim’s property.
Once Eckard was taken into custody and to the Joliet Police booking area, officers learned that Eckard was out on pre-trial releases for six pending court cases.
Eckard’s six pending court cases have stipulations of not committing any other criminal offenses. Because of that, Eckard was taken to the Will County Jail without incident.
In late August, Eckard was the focus of a Joliet Patch crime story headlined: Knife At Plainfield Road Motel Leads To Arrest: Joliet Police.”
In that incident, the Joliet Police Department announced an overnight arrest in connection with a knife incident at the Townhouse Motel at 832 Plainfield Road. The 29-year-old Eckard was arrested and later released on a notice to appear in court on charges of aggravated assault.
The next day, while producing a photo gallery of the old Will County Courthouse property, Joliet Patch spotted the bare-chested man emerge from the portable toilets. He was the same man featured in a crime story the previous day, and this time he was running — running from the Joliet Police Department.
Eventually, five Joliet police officers confronted 29-year-old Charlie Eckard in the parking lot of the Will County Courthouse, and kept him there for several minutes. Eckard was arrested, processed and released on a Notice to Appear related to charges of criminal damage to property.
On Aug. 31, at 1:12 p.m., the officers responded to the Ottawa Street Parking Deck at 110 North Ottawa Street for a report of a man possibly attempting to break into a vehicle. Upon arrival, police said officers learned that a man, later identified as Eckard, was seen throwing a brick at the front passenger side window of a van, shattering the window.
On Friday, for the third straight day, Eckard remained locked up in his cell at the Will County Jail. Joliet police identify Eckard as being a Joliet homeless resident, while the Will County Jail lists him as being a resident of Crest Hill’s 1700 block of Root Street.
