Spurs are believed to have got the closest to completing a deal before the Serie A side decided not to sell.
Ole Gunnar Solskjaer also made Dybala one of his top targets but they failed to agree personal terms.
Italian newspaper Tuttosport is again linking the 25-year-old with a move away from Turin in January.
They claim that Mauricio Pochettino will reignite his interest in Dybala during the next transfer window.
