The Argentina striker came close to joining Spurs for a £64.4million fee in the summer, before Juve pulled the plug on a deal.
It is understood that Dybala’s wage demands and image rights were also a major stumbling block.
Dybala, who was heavily linked with a summer move to Manchester United, made his first Juve appearance of the season as a second-half substitute in last weekend’s 4-3 win over Napoli.
But the Star claim Tottenham will be offered another chance to bring the 25-year-old to White Hart Lane in January.

Dybala is behind Cristiano Ronaldo and Gonzalo Higuain in the pecking order at the Allianz Stadium.
The former player’s agent, Jorge Antun, revealed his client was never likely to move to the Premier League during the summer.
He said: “I did speak to the English club, but the stories about the commission were not true.
“There were simply issues between the two clubs.”
Paris Saint-Germain reportedly made a late move to sign Dybala on loan on Monday, but the forward stayed in Turin.
The French giants ended up bringing in Mauro Icardi on a season-long loan from Inter.
Dybala could significantly strengthen Tottenham, who have endured a tough start to the season, winning just one of their opening four Premier League games.
