RANCHO SANTA MARGARITA, CA — The Rancho Santa Margarita city council is set to approve another three-term contract bid with longstanding crossing guard providers All-City Management Services.
The city has worked with the services company since 2003, according to Jennifer Cervantez, city manager, who is anticipating the city will resign the new contract.
There are 19 school crossing guard locations identified within the city of Rancho Santa Margarita.
“The city requires a qualified contractor equipped and trained in appropriate procedures for crossing pedestrians in designated marked crosswalks in school crossing areas throughout the city,” Cervantez wrote in the proposal to the council.
All-City Management Services has worked with RSM in that capacity for 21 years. The company performs screening, recruitment, staffing, equipment, payroll and supervision, she said.
A request for competitive bidding was sent out in May, and four other companies provided quotes. ACMS’s proposed annual cost is $378,132 per year. Proposals were received from Security Services, NW, at $2,052,000; Cross Safe Option 1, at $419,634; Cross Safe Option 2, at $428,047; and Crossing Guard Services, at $309,989, according to Cervantes.
“The proposal from All-City Management Services was for 11,970 hours per year, with 3.5 hours per post, covering a three-year period, she said. The hourly billing rate for the length of the contractis a 30.38% increase in 2024/25, a 6.62% increase in 2025/26, and a 5.08% increase in 2026/27 per guard per year.
